Official Rules applicable in the pool - Russian billiards

OFFICIAL INTERNATIONAL RULES

Approved by the Conference of the International Committee of the Pyramid 26/11/2005 in Almaty (Kazakhstan).

Section 1.

RULES OF COMPETITION ON THE PYRAMID

1. Competitions on the Pyramid

In a game of "Pyramid" should be guided by "general rules", as well as the following.
These official international rules are mandatory for all competitions in the Pyramid, held under the auspices of the International Committee of the Pyramid (hereinafter - the INC) and the National Federations of Billiard Sports (hereinafter - NFBS) - members of the MCP.
Competitions on the Pyramid and the classification can be neklassifikatsionnymi. According to the results of classification competition participants are assigned to sports schedules and titles in accordance with the requirements and principles of sports classification of countries-members of the MCP. Participation in classification competitions is taken into account when ranking players and referee assigning categories.
The form of competition in the Pyramid could be: personal, team and personal-command.

2. Age Groups

Competitions are held at the Pyramid of the players the following age groups:
1. Boys and girls under 16 years of age (younger players adolescence).
2. Boys and girls from 16 to 18 years.
3. Men and women aged 18 and older.
4. Men and women 40 years and older (older players).
5. Men and women aged 60 and older (veterans).
When deciding on the membership of a particular age group, taking into account the year of birth.
Depending on the degree of preparedness of boys and girls first and second age groups can participate in the competitions third age.

3. Notice of Race

For each of the official competition of the pyramid is Notice of Race (hereinafter - Regulations). It is compiled and organized the competition is the primary guiding document for the preparation and conduct.

Notice of Race shall contain the following sections:

- Aims and objectives of the competition;
- The date and venue;
- The organizer of the competition;
- The conditions of reception, accommodation and transportation officials;
- Conditions for the admission of participants to compete;
- Timing, form and procedure for applying to take part in competitions;
- Competition program (time and place of registration and the draw of participants, location and time of opening the competition, the start of games, place and time of closure of the competition);
- The procedure of forming the jury;
- The number of prizes and awards winners of the order;
- Prize fund, the order of its formation and distribution;
- The system of (format) competition;
- Information about the sponsors.
Organizers may include in the Regulations and other sections, if not inconsistent with this Regulation.

4. Officials at competitions

At the competition officials are:
- The organizer of the competition;
- Representatives of the INC and NFBS;
- Chairman of the Credentials Committee and its members;
- Chief Justice and his deputies;
- Chief Secretary;
- The judge;
- The competitors;
- Representatives of the teams;
- Doctor of competitions;
- Commandant of the competition;
The list of officials determined by the organizer of the competition and is registered in the list of the Credentials Committee.
Only officials may participate in the discussion of organizational issues that arise during the competition.

5. Organizers

The organizers of the event may be the Federation of Billiard Sports Members INC as well as sporting, social, institutional organizations, and individuals acting in that capacity, in agreement with the INC or the relevant National Federation of Billiard Sports, and guided by these rules.
The competition organizer determines the order of financial and material support, training and competitions, a list of officials.
Organizers provides:
- The work of the Credentials Committee;
- Reception, accommodation, catering and departure of officials;
- Registration of traveling and other necessary documents for officials;
- Sports equipment readiness and equipment;
- Health care officials;
- Financial account before the end of the competition with all the officials;
- To maintain public order during the competition.
Organizers also defines the procedure for opening and closing events, provides the necessary conditions of the media.
In coordination with the relevant MCP or NFBS Organizers may provide and any other rules and procedures, not inconsistent with this Regulation.
The competence of the organizer of the competition is not part of the evaluation panel of judges during the competition.

6. Representatives of the INC and NFBS

To assist in the preparation and the organizer of the competitions and the respective executive committees INC NFBS may appoint from among the officers of its representatives at the event.
The representatives of the coordinating officials for competitions, participate in the ceremonies of opening and closing.

7. Chairman of the Credentials Committee

Chairman of the Credentials Committee appointed by the organizer of the event. He directs the work of the Credentials Committee and provides the following functions of:
- Receipt of applications from members of teams to participate in contests and registration of competitors and officials;
- Check the documents confirming the right of participants and officials to participate in specific events;
- Accreditation of officials;
- Registration of protocol registration and judges;
Fully furnished registration records of judges and contestants chairman of the Credentials Committee referred to the main panel of judges.

8. Panel of Judges

The panel of judges to compete in the Pyramid include:
- Chief Justice and his deputies;
- Chief Secretary;
- Judges at the table;
From the panel of judges selects the Chief Justice Ground Jury, except in that it includes his deputies and the Chief Secretary. Ground Jury, headed by Chief Justice resolve disputes on the interpretation of these Regulations and considering protests.
Uniform of the judges: black jacket, black trousers, white shirt, tie (butterfly), black shoes.
Note: In hot weather may be judging without a jacket.

9. Chief justice

The chief judge in international competitions Pyramid appointed organizer of the competition in consultation with the Chairman of the jury INC, and the competition at the national level - in consultation with the Chairman of the jury appropriate NFBS. The chief judge in international competitions Pyramid should not be lower than the international category, and in competitions at national level - no lower than the national one.
The Chief Justice is responsible for judging the competition in accordance with these Rules. It defines the roles of members of the jury, organizes, provides and monitors their work.
Chief Justice monitors the status of venues, billiard equipment and inventory. It meets the jury accepts the objections and decide on the final decision.
Chief Judge shall sign the final protocol of the competition. A written report of the competitions in the Pyramid with the packet of documents provided by the Chief Justice directs the Executive Committee of the INC (international competition) or the corresponding NFBS (for competition at the national level) within a week after the event.
The Chief Justice is entitled to:
- Delay the start of the competition, if conditions do not meet the requirements of these Regulations;
- Suspend and reschedule games;
- Remove from contest judges, participants and team officials for unsportsmanlike conduct.
The Chief Justice makes the final decision if there are any special situations that are not reflected in this regulation.
Organizational assessment findings and actions of the Chief Justice in international competitions can only be considered at meetings of the Executive Committee of the INC at the initiative of the President or representative of the INC INC jury.

10. The Chief Secretary

Chief Secretary for International Competition of Pyramid appointed organizer of the competition in consultation with the Chairman of the jury INC, and the competition at the national level - in consultation with the Chairman of the jury appropriate NFBS. He is responsible for the accuracy of information materials and for making all the documentation in the competition.
The Chief Secretary shall draw lots of competitors, establish and maintain a table of events, schedule meetings, supervises the conduct and certify by his signature the minutes of meetings.
The Chief Secretary prepares and signs the final protocol, organizes team members issuance of documents on the basis of competition.
Chief Secretary shall complete processing of all materials on competition within a week after their completion.

11. The judge at the table

The judge at the table is fully responsible for its ongoing official meeting in accordance with these Rules and Regulations of the competitions.
Prior to the meeting, the judge must ensure availability of billiard equipment and chairs (chairs) for each participant of the meeting. In the process of judging the judge must be careful and objective. Its presence should not influence the course of wrestling. It occupies a place at the meeting should provide full control over the execution blows. The judge must declare the score after each series of successful strikes, and warn the player about the seventh hammered the ball.
The judge at the table makes the final decision on whether there has been a particular game event. This decision can not be a reason for the statement of protest. However, if the judge for some reason could not exactly fix the game event, he must decide in favor of the player. (Note: it is technically possible the judge may make a final decision after watching a video game corresponding to the episode.)
The judge must interpret the table game events in full accordance with these Rules. And just in case of misinterpretation, the Chief Justice may revoke its decision.
Replacement of the judges at the table is carried out only by a decision of the Chief Justice, as a rule, in the interval between successive batches.
Only a judge at the table has the right to pick up balls from the table to regain their position or eliminate pollution.

12. Competitors

The participants of the competition is the player officially admitted to the credentials committee this competition. The participant must know and comply with these rules, discipline, dress code, the laws of open competition, to be correct with respect to opponents and officials.
The competitor is entitled to:
- Before a meeting to try a pool table for 5 minutes;
- A request for information about competition;
- Use all available on the competition equipment and inventory (cars, a long cue, chalk, wipes, etc.);
- To control the conduct of the current account and processing the results of the meeting.
During the game participant may apply to a judge at the table for an explanation of the Rules, as well as information on the current account.
If in the opinion of the participant did not record a violation of the judge rules, he must announce it to the judge before applying the next blow. Otherwise, the claim is not considered.
During the game, the opponent party should sit in his place and return to him immediately after his playing approach.
Uniform of the participant: black pants, white shirt, vest, bow tie and black shoes. Clothing Participants must be accurate and neat. Participants with no set dress code for the competition are not allowed.

13. Member shall be responsible

Ignorance of these Rules, Regulations of competition, regulation and competition schedule of meetings does not entitle the participant to the replay, the restoration of the position of the balls, the repetition of strokes, etc.
Member is solely responsible for the serviceability of the cue and accessories. Damage to the cue, the gap between labels, etc. do not give a party entitled to additional breaks in the game.
The ultimate responsibility for compliance rests with the competitor, not a judge.

14. Rules of Competition
Format (system of) competition, as well as the number of games won to determine the winner in a meeting at different stages of the competition is determined by the Regulations of the competitions.
Participant must be at the venue of the next meeting not later than 15 minutes after the announcement of its start by the judge at the table. In case of delay or non-appearance he loses at the meeting.
To assist participants in medical care in case of injury during the game, may be adjourned the meeting for up to 15 minutes. Interruptions due to illness not covered by the participant. If it is impossible to continue the meeting for health reasons party loses.
Participant has the right once in a meeting with the referee's permission to take a five-minute break between sets and one-minute break at its impact. Warm-up and training during breaks is prohibited. Before Backlight party any of the parties may take an additional five-minute break. (Note: If the participant did not use the five-minute break until the Backlight party, then he loses his right to an additional break.)
In case of removal from the game or the inability to continue the meeting, participants declared forfeited and awarded the victory to his opponent without fixing a specific result.
If the party that won in the meeting, was withdrawn from the competition for unsportsmanlike conduct after the meeting, its outcome is not revised in favor of the underdog.
Passive play. If a single party is delayed, the judge at the table (to be agreed with the Chief Justice) has the right to make the players run about passive prevention game. After that, each player is invited to do by 3 shocks. (Starting with the player leading in the score. In case of equal points the judge shall draw lots.) If this account of the party has not changed, then act in the following order:

Note: Organizers may provide and other measures to comply with the interim regulations. All they have to be specified in the Regulations of the competitions.

15. Billiard Equipment and Supplies

Before the competition organizer appointed technical committee verifies that the billiard tables, balls and equipment with the technical requirements and gives permission for the event.
Competitors and team representatives have the right to verify the findings of the technical committee and in case of disagreement - to present their claims before the event organizer. After the competition claims on these issues will not be accepted.
The kit should include a billiard equipment lengthened and shortened machine, a long cue, shelves for placement of goals and penalty balls, cloth napkins to wipe the cues and balls. During the competition billiard equipment and tools should be used only for its intended purpose. Left out of the game balls can not be used for any product measurements (to determine the distance between the balls, the ball and board, etc.).
For each participant in the relevant area of ??the pool table must be set to a special chair or stool.
Note: If in the course of the competition a serious problem billiard table (breaking the pocket, cloth, material damage, etc.), the player or team representative may require the repair or move the game to another table. The final decision on the matter shall be the Chief Justice.

16. Team representative

Is the official representative of the team leader of the team in the competition. The representative shall ensure timely submission of credentials committee to register their team of athletes. He arranges accommodation and meals of their team members, present at the draw, taking part in the meetings of the panel of judges in dealing with controversial issues affecting the interests of the athletes of the team.

17. Unsportsmanlike Conduct

The judge is obliged to prevent any actions of the participants are incompatible with the principles of fair and proper wrestling and have a negative impact on other participants, officials and spectators. At the same time can use the following steps:
- Observation;
- Warning;
- The announcement of the defeat of the party or meeting;
- Exclusion from the competition.
The measures taken effect in the record of the meeting.

18. Protest

If in the opinion of the judge member at the table incorrectly interprets this Regulation, he may appeal to the deposition of the next stroke. Immediately after the statement of protest at the table, the judge shall suspend the game. If the judge finds the protest justified, it is reconsidering its decision in favor of the player, who said the protest, then the game continues.
If the judge finds the protest justified, it offers a party for 5 minutes or team representative to personally file a written protest to the Chief Justice, together with a deposit. The same for all official competitions on the amount of bail is determined by the Pyramid of the Board MCP. The appeal shall be considered by the Ground Jury within 15 minutes of its submission. Written resolution of the protest shall be signed by the Chief Justice. If the protest is upheld, the cash deposit shall be returned to the applicant, otherwise it remains the property of the organizer of the competition. The decision of the Ground Jury on the complaint can not be challenged.
Game during the pendency of the protest shall be suspended and continued after the decision on the protest. Applying another blow before the judge at the table, the decision to continue the game is considered a violation of the rules (a penalty) and unsportsmanlike conduct (punishment defines the judge).

19. Documentation of competitions

To compete in the pyramid made out the following documents:
- The protocol registration of the judges;
- The protocol registration and lottery participants;
- Table of competition (in accordance with a system of);
- Minutes of meetings;
- Final report of competitions;
- Report of the Chief Justice.
Form and order of execution of these documents are developed INC judging panel and notified to the national federations in the prescribed manner. All information about athletes and judges entered in the documents on the basis of questionnaires completed by them during registration.
Documents on the results of the competition brochure in separate folders and archived in the federations. These documents are used in calculating the rating of players, as well as the assignment of sports categories and titles of the athletes, judges and the respective categories. Responsibility for complete and accurate paperwork is assigned to Chief Judge. The full package of documents on competition should be prepared within a week. Final reports and tables are given to representatives of teams immediately after the final meeting, and forwarded to the Secretariat of the INC (international competition), or of relevant NFBS (for competition at the national level) within a day after the competition.
